Up in Smoke: Cannabis Hemp Act fails to qualify for November ballot

The California Secretary of State reports the California Cannabis Hemp and Health Initiative 2012 failed to gather enough signatures to qualify for the November ballot. 

Although the proposal won't make the ballot, it was not a complete failure: As of June 11, the organization reported an estimated 100,000 signatures were gathered -- about 20 % of the needed signatures to place the proposal on the ballot. 

Furthermore, the organization claims the signatures were gathered with only $25,000 in hand, or 25 cents a signature. Most ballot proposals cost no less than $1 a signature and generally fail if at least $1 million is raised to support signature gathering and marketing activities.
